ALSA: usb-audio: Add quirk for ELP HD USB Camera

commit 41f5e3bdbf706a9e98194bf0c4b62a875c02f170 upstream.

The ELP HD USB Camera (05a3:9420) needs this quirk for suppressing
the unsupported sample rate inquiry.
